AMSTERDAM (Reuters) - Tourists who flock to Amsterdam to smoke cannabis in its "coffee shops" without fear of prosecution may find their choice curtailed as part of a proposed review of liberal Dutch drug laws.

The Dutch government is considering a ban on the sale of highly potent strains of cannabis under the proposed review, cabinet sources said on Tuesday.

The center-right government in the Netherlands, where cannabis smokers can openly buy and smoke the drug in hundreds of government-regulated "coffee shops," is to discuss the proposed review in cabinet on Thursday.

The government wants to determine if hashish and marijuana with a very high content of Tetrahydrocannabinol (THC), an active compound in cannabis, should be reclassified as "hard" rather than "soft" drugs, cabinet sources said.

The Netherlands, where customers can order a vast array of cannabis from coffee shop menus, has reportedly seen a steep rise in THC levels in Dutch-grown cannabis due to refined growing methods.

The government declined comment on reports it would consider banning the sale of Dutch grown "Nederwiet" with a high THC content under proposals in a so-called "Cannabis Letter" to parliament.

Some doctors say cannabis use increases the risk of depression and schizophrenia but its use has been widely tolerated by the Dutch for decades. Coffee shops are prohibited from selling "hard drugs" and are carefully monitored.

The Netherlands, the first country to legalise euthanasia, last year also became the first to make cannabis available as a prescription drug in pharmacies for chronically ill patients.

Yeah, stuff with high THC levels is good because you need to smoke less of it to achieve the same effect, so there are fewer health risks from smoking.

I feel that the high THC level myth stems from the US. The large mass of voters in the US were smoking in the 60's and the government knows that their typical anti-cannabis hype won't work. It is hard to convince somebody that has smoked weed that it causes you to go insane and start shooting people. To rectify this problem, the government came up with a new lie... the weed your kids are smoking today is a thousand times more potent than the stuff you smoked in the sixties. That is why it causes you to go insane and start shooting people. Unfortunately, this lie is now starting to influence other counties... obviously the US government wouldn't lie, espeically not to it's own people.

And as MetaShroom pointed out... anybody that smokes cannabis knows that you smoke to a certain high and then stop. If you continue to smoke after you reach the sweet spot, the effects are not as enjoyable. I would much rather take one or two hits from a joint than to smoke two or three joints. Good, strong cannabis equates to less pollution put into the body.

today I read that they aren't doing anything because there's no proof that a highter thc level is more dangerous.

They probably have really crazy shit...even if they make it illegal not much will change.

I dunno for sure but it seems to me like the dutch get together to discuss things reasonable. Just because they're gonig to talk about it doesn't mean theres a good chance of it happening. Also I think there would be too many problems with them doing this, and too many arguements against it.

True! The only great conservative (christian) political party(CDA) is against "drugs" only because of their beliefs. They started the discussion. The other governing parties, VVD and D66, are liberal/progressive(on a dutch way... nothing to do with the american "liberal"). They accepted the debate/research, but I'm sure they won't vote for a ban.

The government at the moment sucks, but the Dutch political system isn't the same as in the US. We have 6 major political parties. Non of them can govern alone. The christian party is losing support and I hope the next government is way better.

Een platform van deskundigen onder auspici?n van de Inspectie voor de volksgezondheid, het Co?rdinatiepunt Assessment en Monitoring nieuwe drugs (CAM) vindt van niet, zo schrijft het platform in een spoedprocedure aan het ministerie van Volksgezondheid. Het Criminologisch Instituut Bonger van de Universiteit van Amsterdam spreekt van een 'zorgelijke ontwikkeling'.

Stijging van het THC-gehalte in nederwiet was voor de ministers Hoogervorst (Volksgezondheid, VVD) en Donner (Justitie, CDA) aanleiding om in de vrijdag naar de Tweede Kamer gestuurde 'cannabisbrief' onderzoek aan te kondigen naar de schadelijkheid van nederwiet en om de softdrug op de lijst van verboden opiaten te plaatsen.

Uit de cannabisbrief blijkt dat beide adviserende instanties de vraag of dat verhoogde THC-gehalte schadelijk is voor de volksgezondheid niet hebben gebaseerd op wetenschappelijke conclusies. Volgens het co?rdinatiepunt heeft dat verhoogd THC-gehalte hoogstens voor onervaren gebruikers een 'licht verhoogd risico'. De afhankelijkheid kan toenemen, maar dat gaat niet op voor alle gebruikers.

Om dat THC-gehalte te reguleren staan ook andere opties open dan plaatsing op de verboden lijst, zo schrijven de ministers in een bijlage bij de brief. De 'sterkte' van nederwiet kan worden opgenomen in de gedoogcriteria voor coffeeshops of de coffeeshophouders kunnen gestimuleerd worden tot zelfregulering. De door de PvdA voorgestelde optie van regulering van teelt en distributie wordt in de brief opnieuw van de hand gewezen. Plaatsing op de lijst van verboden opiaten wordt in de brief omschreven als 'het uiterste geval'.

Een eerder door Donner voorgesteld verbod op verkoop vanuit coffeeshops aan buitenlanders in de grensstreek, wordt nu omschreven als onderzoek naar de vraag op welke wijze coffeeshophouders dat 'tot een minimum' kunnen terugbrengen. Een experiment in de gemeente Maastricht moet uitwijzen wat daarvoor de mogelijkheden zijn. Het terugdringen van coffeeshoptoerisme vindt het kabinet een taak voor lokale overheden. Als de toestroom van toeristen massaal blijft, kan dat een grond zijn om de vergunning in te trekken of nieuwe vergunningen te weigeren. Ook kan de klandizie verminderd worden door de openingstijden te beperken.
