AFAIK it's more of an all-arounder. Fugu gets humans high as well, which is why it is a Japanese delicacy. But who knows, Dolphins have different brain structure so the effects might be different for them.
IMO the best part of this story is the fact that they pass it around like it's a joint or something.

Fugu doesn't get you high. It either does nothing (if prepared correctly) or kills or almost kills you if it isn't.

Fugu toxins are concentrated in certain organs, but the only part of the fish that is totally poison-free is its skin. Trace concentrations are left behind, and the drug is extremely potent.
I'm having trouble finding textual evidence that there is a subjective "high" to the fugu, but I read it in one of Dale Pendell's Pharmako books, which are laboriously researched and thoroughly supported. Regardless, here's a study that shows significant analgesic effects from sub-toxic doses of Tetrodotoxin, proving at least that it has a CNS effect other than death.

Have you ever tried fugu, or are you just basing this off of second hand knowledge?
I recently went to Japan, ate fugu, survived....obviously, and it most definitely does have effects if prepared properly. Although the only "high" I got was the adrenaline rush from temptimg fate.
My Japanese collegues called the texture "shiko-shiko" (chewy&crunchy), and the fresh sashimi produced a numbing tingly sensation due to the minuscule amount of poison remaining.
I have no clue what dolphins get from it, but that would be awesome if it was a narcotic for them.
