Help me understand lights?

Sorry if this is a dumb question, I've been trying to read up on indoor lighting and it's all very confusing, but I think I'm starting to understand it better.

I am growing vegetable seedlings indoors for transplant out into the garden in a few weeks.  The veggies need as much bright, intense light as possible to be healthy.

I have two light fixtures, both are 2-foot flourescents.

Fixture 1) Single T-5 with reflector
Fixture 2) Dual T-8 with no reflector

The T-5, even though there's only one bulb and the T-8 fixture has two, seems brighter.  Which fixture do you think would provide brighter, more intense light to my seedlings?

Going just by the lumen ratings, I think two T8s of a given length (e.g. 2 x 48" @ 3000 lumens) should put out more lumens than a T5HO of the same approximate length (1 x 46" @5000 lumens). The T5 may have a more effective reflector though, a cheap T8 shop light reflects a lot of light back onto the tubes (the bigger tube diameter plays into that too). You could always use both fixtures at the same time, it's not a lot of power to be using.

Edit: I re-read and I realized I skimmed over the part where you said there was no reflector on the T8s, with that in mind I imagine the T5 is probably more effective at lighting a growing surface.

Be sure to carefully introduce them to the outdoors.  Real sunlight may be too intense at first if yo are sprouting and growing them under floros.

You should invest in a light meter at some point mate. But the answer to your question is the T5 will help you out more. I've seen a guy grow amazing plants with a single 3W LED, because the light output was focused entirely where he wanted it to go. Most of the light we give our plants goes to waste. The purpose of the reflector is to focus more of the light downward, so a single T5 with a reflector can give your plants more light than two T8s.
