CHESTNUT RIDGE ? A 39-year-old mother accused of letting dozens of teenagers hold a keg party at her home was arrested as part of a police crackdown on underage drinking.
Deborah A. Dolan-Melillo was arrested at 1:35 a.m. Sunday after, Ramapo police said, they found the teens drinking beer and a partially consumed keg at her 3 Lynne Drive home.
Dolan-Melillo was charged with first-degree unlawfully dealing with a child, a misdemeanor. She was released without bail for a hearing June 25 in Chestnut Ridge Justice Court.
Police went to her house after receiving an anonymous call reporting a loud party and people drinking at the house, Lt. William Gravina said yesterday.
Police Officer David Eckert found between 20 and 30 underage people drinking beer, Gravina said, and a partially consumed keg of beer.
Dolan-Melillo was at the house during the party, which started Saturday night, and purportedly told police that "she was under the impression that as long as no one was driving it was legal to permit underage drinking," Gravina said.
Gravina did not know how many children Dolan-Melillo had. It was unclear yesterday whether any of her children were at the party.
No one was at Dolan-Melillo's house yesterday and her telephone number is unlisted.
Gravina said yesterday that despite public education campaigns, many parents believe it is legal for people under 21 to drink.
"You will be surprised at how many parents think it's OK to serve alcohol to minors as long as they are not driving," Gravina said. "It is not OK and it is not legal."
Gravina said there have been previous arrests of parents over the years, but this was the first one in a long time. He said the investigation was continuing into who obtained the keg of beer and from where.
Ramapo police started an effort to crack down on underage drinking in December 2001, about two months after Suffern High School student Emily Bushkin, 17, died in a car accident.
Two of Bushkin's schoolmates, including the driver, were injured. The driver pleaded guilty in County Court to criminally negligent homicide and received probation.
The teenager admitted in court that she and Bushkin were at the house of a third girl and they were all drinking alcohol and smoking marijuana.
After Bushkin's death, Ramapo created a task force of parents, students, police, school officials and substance-abuse experts on underage drinking.
Ramapo police attended Suffern High School's senior prom in June, making sure children didn't drink, Gravina said.
"We increased our focus on underage drinking in light of the Emily Bushkin accident," Gravina said. "When we get calls of parties and drinking, we respond. If we have to arrest parents, we will. This is what happened this time."
Gravina said education remained a priority.
"We're not just about enforcement," he said. "We also are in the education mode. We want to make people aware of the seriousness of young people drinking."
He cited a case in Westchester County in which a teenager died after getting drunk at a house party.
Teen drinking has been a countywide problem in Rockland for years, according to surveys given in 1996 and 1999 through the Parents Resource Institute on Drug Education, or PRIDE.
The 1999 PRIDE survey showed that 61 percent of the county's 10th-graders had tried liquor or wine coolers or both at least once in the previous 12 months and that 64.3 percent of 10th-graders had tried beer at least once that year.
Other police departments, such as those in Orangetown, Spring Valley and Clarkstown, have monitored bars and cited some for serving alcohol to minors.
Clarkstown police formed a special unit to monitor bars and house parties. Police have made several arrests of parents, Clarkstown police Detective Lt. Charles Delo said yesterday.

Wouldn't it make more sense to crack down on DUI?

That's what I was thinking. It even says that the lady who hosted the keg party thought that it was OK, AS LONG AS NO ONE WAS DRIVING.

No..... buying alcohol for minors is a crime. The act, and not the reason, is the problem.

it's moronic to think kids won't drink regardless of their mom letting them. so you have two options
1. let the kids drink in a house where no one drives and there is supervision or 2. turn a blind eye and watch the kids drink while driving around town, get in accident and die.
i wonder what is more responsible?
in this case, responsiblity by the parent is a crime...those kids will still drink, but most likely on the streets where you are driving.
