I'd be more apt to think the thermostat in the heater was wrong. Try setting it higher and checking the temp again. I've had 3 heaters and all 3 of them have given the wrong temp for anything above 70 degrees.

Also if you're using a rubbermaid tub for the incubator try insulating the outside of the tub by Duct taping a folded blanket all around it. You'll find it makes a huge difference in the heat retention

Thats the problem with using a heater in a jar of water.
Too hard to get the incubator up to 84 degrees F.

I'd make a different type of incubator with 2 rubbermaid containers and a submersible aquarium heater.

like this.

You'll need to set the heater to 85-86F to acheive an AIR temp of 80F.

dont use the setting on the heater as a reference thats how hot the water is but it need to be hotter to incubate the whole bin. wat i did was i got my thermo probe and stuck it in my incubator. i let it sit till water was room temp 75 degrees.
pluged in heater turned the knob till the light turned off. turn it up a little and sit and let the temp stabalize, if its to low turn the knob a little more.. slow process but thats how i do it for my fish too. and thats how ur supposed to do it anyways, but this isnt a tropical fish forum so people probley dont know this method of stablaizing the heat.

Just do as Roadkill said. Puting a heater in a jar of water will not heat your grow box evenly. You could have like 86 deg near the heater but like 72 on the edges of your box. The double container trick will fix this problem. And is the only way to go.

i use the heater in the jar and have no problems at all. but i also use a rather small cooler for incubation. i suppose if i had to start over (or if my heater breaks) i would use the container-in-container submersible heater tek.

When using the double container method, what should the heat setting on the heater be around to get it warm enough for 80 degress inside?

you'll have to do some testing - depends on the size, volume, room temp, insulation, heater brand......

If you use perlite, you really don't need to mist. May be overkill. A bubbler would help raise humidity and increase the amount of fresh air that gets into the terrarium. You should test out your terrarium before you put it to use.
