i so hope this is some kind of set up to trick these assholes into signing confessions that will have them arrested and kept off the road

It would be illegal to use the signed contract as the sole evidence against them. If the contracts were just used so cops were stationed to watch these people, they could still be arrested for getting behind the wheel drunk.
