Outside colonized, inside not much. What should be done?

So on may 20th I inoculated a millet spawn bag with spore works PR spores. It took a while to begin showing growth, but eventually seemed to be taking off. Well two days ago it seemed fully colonized and I was planning on birthing and casing it today. I began sterilization procedure of the work area, and when I was done and sure of a sterile area. I began to break up the cake in the bag (never opened, just began breaking up). Well after I broke it up, it appeared only the outside was colonized. the inside was barely colonized. I think this is odd as I inoculated into the middle of the substrate so this part should have been done first.
Can anyone offer any insight to this? Thanks

did you mix your bag at 20-30%?

yes I did. it was mixed at approximately 30% colonization.

Ok, so I just looked at the bag, and all the mycelium that was broken up is now heavily bruised and bluish green. Will they still be able to recover? and should the bag be able to fully colonize?
