Most definitly not. Conditions need to be right to produce fungi growth. If it hasn't been raining, your far from guranteed to find anything.

they are never guaranteed. but you can make your chance of finding actives a lot better given you study the specific actives in the state you are in, and also you have the right temperatures and humidity.
