Check-up on my indoor Poppies...(Pics inside)

My (and by "my" I mean someone else's) indoor papaver somniferum attempt at successful growth is disappointing me. The pictures below are of my Persian Blues in the long pot, and my new Izmir Afghans in the round pot.
Both were started in peat pellets and eventually moved into pots with average potting soil. I've been using 12/12 photoperiods with a pathetic LED "GrowSpot". (I think that's why the plants are so behind in their development...insufficient lighting.)
The pictures of the Persians below are what they look like on their 8th week since their seeds were sewn. (There are two actual plants in the pot, one on each side of the long pot). They became 8 weeks old on 4/12/09. Unless I'm wrong, they should be at least 4 times larger by now.
THe images of my Izmir Afghani strain are 6 weeks old as of 4/12/09...something isn't right.
The seeds germinated within days, but as time passed, I noticed my sprouts weren't growing as fast as they should. I just assumed it was the price of growing indoors.
My question is, what should I do to get my poppies growing better? I am willing to spend money on better lighting or even a hydroponic system. (I am really considering trying a DWC system.) Please, recommend something to me. I want to grow these sonbitches.
Is it my lighting, soil, pots? My pots allow me to put water in a reservoir underneath the soil. I'm fairly certain watering is not my problem. Please ask more questions if it will help you help me.
I am willing to spend up to $1,000 to have a successful indoor grow, and I'm ready to go to my local hydroponics shop to buy lighting/equipment as soon as one of you guys with knowledge in the subject give me some advice.
Please offer me some advice/suggestions/ideas.

PS- I've read nearly every piece of information on growing opium poppies indoors (and there is so very little) so please only refer me to another post if it is truly helpful. I've read all the posts on indoor poppies here and elsewhere.

It's almost impossible to get a real grow unless you have tons of lights, a full room with the floor removed and filled with soil and a pretty good watering system. Unless you want to rip out carpeting and do all of that just grow them outside, as uare said if someone sees the poppies in your house in such an elaborate setup it's really just a huge red flag.

Well, its also the money aspect. To buy and run a set-up for a meager yield is pointless.

the only really viable situation for growing poppies indoors is if you have a decent sized MJ grow going on with separate veg and flower rooms (to deal with the opposite lighting requirements of the two species) that have a little extra space for poppies. or a heck of alot of money to burn on equipment and electricity
that's my 2c anyway.

You all have really good points...I'd love to grow outside, but my growing space is very public, living in an apartment and whatnot.

Yeah, there is no such thing as extra room in a MJ grow lol.

i always had a little extra space in mine around the edges
but i still wouldn't waste my time growing them indoors...
OP: if you have no outdoor space you could always do a guerilla grow on public land somewhere out of the way. it's not like poppies are a really obvious crop like MJ...

psomni: if you are growing poppys indoors for fun and pretty flowers than keep doin it, but if you are trying to get something{opium} out of it you will be extreamly dissapointed. listen to uare and do some top secret guerilla heroin plant shit, just dont forget the canopy netting or the cop choppers will see the pretty flowers

Yes...well if only I had a balcony, I'd CERTAINLY use it for the same thing. I think I will find a good spot for this guerrilla growing that has been suggested. I just really wish I had some private property to privately grow some potent poppies with crazy alkaloid content...I guess I'll borrow some other land in the meantime. I'll throw some seeds around the apartment complex too and see what comes of that.

you know that outdoor poppies require no care at all, just toss the seeds when it's still cold and by midsummer you will have pods.
depending on your zone, you are probably a little late to get anything worthy from an outdoor grow now...

Now I'm really sad...might I have a chance if I were to live in Indianapolis?...the last frost has just passed here. I mean...there.

maybe... but the last frost has nothing to do with it, poppy seedlings can take a good hard frost, no problem. we can expect frost in the uk (ignore my location lol) until well into may, and poppy seeds generally germinate in march there, flower in june and pods are mature during july. you could still grow them but they will be smaller than expected given the shorter growing period.
