I don't understand how does RH come into play when the jars are sealed by the tape over the holes?

I'm at morning (day) 5 with no signs of colonization, however I understand this can be a slow process involving many factors.  The temp started off at about 85 but I was told to turn it down so I did.  The temp has been about 80 for the last 3/5 days.  I have a hygrometer up on the closet shelf next to the covered box of 7 jars wrapped in a black leaf bag.  The hygrometer reads something like RH 37, and from all reports it appears that the humidity should be twice that high, or there about.  My question is, how can I raise the humidity to accomodate the little fellows?  I used a whole 10CC syringe to knock up the 7 jars, whcih means each of the 24 holes (X7) got a healthy dose of about .37CCs each.  The inc box is up on the closet shelf in a closet where our water heater is, and that's providing a moderate <80 degrees.  Any suggestions on raising RH?
