Lets say he smoked meth 200 times over 20 years. That comes out to around one time a month.

Are the referring to the old biker method, using the mercury/aluminum amalgamation on P2P? Although a nice method, as you end up with 100% d-isomer, it is more difficult that most, thus I doubt this is what they are talking about. Regardless, odd that they would start with P2P, as it is difficult to get in the US.
