I think the list is about right, you gotta keep in mind that the list takes into account the fact that say pot is used much more than lets say ketamine, which in turn would make it more damaging to a society, especially if you take into account the legal costs of policing these things. If this was a list of drug's harm to just the user, then yeah it would be all sorts of messed up. here's a graph that shows harm to the user.

sad thing is is marijuana is prolly so high on the list cause they factored in joints mixed with pot. So really just combine the pot and tobacco and you have the real danger of tobacco

This post is almost 2 years old btw.
But since you brought it up, cannabis is a very dangerous drug for the following reasons:
Lots of people die trafficking cannabis - Drug cartels murder thousands of people per year to protect cannabis profits. Grow houses catch fire and fill with mold. Electricity is stolen. Many people are in prison. Hikers can no longer step off trail without fear of being shot. School children are expelled often for cannabis, college kids kicked out of school, adults lose their jobs. In some places having moderate amounts of cannabis is a capital offense. Cost of cannabis related law enforcement is high. Grow houses often suffer violent armed robberies. Booby traps near pot fields.

My grandfather drank alcohol for 60 years everyday, smoked one joint and died from cranial candescence.
