That sounds fine. I usually aim for a 1:2 spawn:bulk ratio, though, because of how slow things grow in my environment. If you live at a low altitude, 1:3 should be great.

So, for the last couple days I've been monitoring the ambient temp around the jars. It seems to fluctuate between about 70 and 76 degrees F. Is this amount of fluctuation ok during colonization?

Totally fine. So long as it doesn't get near freezing, or above 85 degrees, you're solid.

Nice. I'm thinking of putting my small heating stone in the bin with them to bump the temp up a bit more. It seems to stay in the low 70's most of the time and I'm thinking mid 70's would probably help speed up colonization a tad with out risking contam to much.
Also, it's been 3 full days now and I don't see any signs of fuzz at all. In the first jars I did they showed signs of growth by this time. I know I shouldn't worry about it but I'm just all eager to get my fruit on!

yeah i hate it when they dont follow my idea of the timeline... just spawned some pf classic that took 30 days to colonize from spores....it was a long...and slightly disturbing process....

If you started from spore, a month from inoculation to full colonization is pretty standard time frame.
If inoculating from LC, you will usually see noticeable growth within 3 days, but sometimes can take up to 5.

I'm not to worried about not seeing growth. The temp is a good 7 or 8 degrees cooler this time around and I also gave my jars a bit of a shake after inoculating with MS. Is burma usually a slow colonizer?

That's fine. You probably don't live over a mile above sea level. 
14-30 days would be the normal range. Some people get full colonization in about 9 days from spores.

I have never waited more than 12 days for a WBS quart to colonize in my TIT at 82f. I spawn to compost/coir/verm/gypsum and go from spore to pins in about 35 days.

Well, after 4 days and no signs of growth I decided it was time to bump up the temp a few degrees so I threw a small heating stone in the bin with the jars. I'll post what the temp ends up evening out at later.

I place a heat mat underneath the box I keep my incubating cultures in. I have 1/2" holes drilled in the top of the box, and a computer fan inside for fresh air. I have the pad set on a timer to go on for about 1 1/2 hours 7-8 times a day, on the lowest setting. Keeps my jars at about 78-80 degrees.

Well, it's day 5.... No signs of growth at all. Temp seems to be stable at about 75 degrees. I'm fanning the bin 2 or 3 times a day. Getting a little paranoid that I've screwed things up again.

...I told you to get a syringe from a vendor on SporeWorks. 
Where I live - which is about as slow as it gets - I ALWAYS get obvious germination of spores within 8 days. If you don't have growth by then, your spores are fucked.

Day 6, no sign of growth at all. Temp has been between 70 to 75 since inoculation. I'm going to start praying to the mushroom gods that my spores aren't "fucked" as faceyneck so nicely put it. I don't see growth at all by tomorrow I'm sticking them into a hot box to try and get the temps up to mid to low 80's to see if I can kick start something. If that doesn't work after a day or two I'm going to start looking into getting a spore syringe or print from somebody online.

Don't go above 80 degrees. 70-75 during incubation is certainly gonna slow things down. It won't hurt, but it won't be as fast as 80 degrees F. I would recommend getting them in incubation... unless it's a tub-in-tub; that shit's just BEGGING for a bacterial contamination!
But yeah - no benefit to go above 80 degrees.
I've been around here for a long while now. I have yet to see even ONE successful grow from a spore syringe purchased at a head shop. I don't think you're going to be the first. No offense intended. It's not you; it's the spore syringe.
If I were you, I'd go ahead and assume they won't grow, scrounge up about 20 bucks in change, and head over to SporeWorks. The sooner the better.
Can you really not spare $20.00?
Also, it's not that it's a spore syringe that's the problem. It's where you got it. I've only purchased spore syringes from vendors. Never once had a dud. 
Hope you make the right choice. Just say no... to head shop spores.
