This is a big project, could use some help

I work at a non-profit organization. Our fence at work is literally about to collapse. I took pictures and we sent them into the city, who quoted us $20,000 to replace it. We simply do not have funds to do this, so I want to try and fix this thing myself.
I do not have much experience welding, but I do have full access to a welder. The fence is pretty rusted, what exactly can I do to restore this thing? Is it even possible? I was thinking, get some scrap metal that could fit around the corroded parts of the fence, weld them on there to fortify and reattach the separated parts, then spray paint them black.
For the lesser rusted areas, perhaps just sanding and repainting will do.
Any help would be much appreciated. I care a lot about this place and would love to save us some money.

Welding this would be a difficult task even for an experienced welder. Reason being is that metal has to be cleaned up real good and I see alot key of places that would be very difficult to get penetration, which would make all the other welds useless. Thats a tough case ya got there. I would be considering using the correct size angle iron and some flat stock to rejoin the pieces and bolted on, but the you need the proper bolt size and type so that it doesn't stick out so somebody could hit it. Grind down all your edges, corners, burs, bolt ends, etc... so you get a nice smooth fit.

Man, its a big-ass Job you got there.
First step would be to remove the existing railings by using a cango hammer (Pneumatic chizel)
Next you would media blast the railings and then set about cutting out the rotton bits with an angle grinder and welding in new bits.
Then you woudl smooth the welds with a grinder and prime and rusttreat it all and paint it and then replace the repaired panels and cement them back in.
Thats a lot of work!!
What I would really reccomend doing is Just removing all the fencing by Just cutting the fences out at the base and replacing it with Fancing sourced from somewhere willing to donate it. Put up wanted adds etc on various listing sites and see what you can get.

yep we might have to go this route. I will look into the cost of doing it with the tools you mentioned. Seems more realistic to get a donor, though I don't know of anyone willing to donate that much material.

Just replace the four-by's. Weld two tabs on the posts, top and bottom. Weld a five-by plate on the bottom and anchor it to the concrete.

man you guys are talking way above my level.
im going to try and find metal similar to this look, going to take a measurement tomorrow.
next step for my newbie ass will be to cut out ANY rusted areas, and simply replace the cut out area by welding the new metal in. where the bases are rusted ill have to bust up the concrete to put a new post in, the refill the cement around the post.
this will take forever, but i think in the end it will cost less than 10,000$, including my wages for the work.

It seems like just the larger pieces are rusted out. why not just use a sawz all and cut them away. Then sink some pressure treated 4x4s into the ground drill or mortise holes into then and run the fenicng through it. Kinda like a ghetto split rail fence. I bet if you painted the metal and stained the treated timber it could actually look pretty good.

What kind of welder do you have, if its a mig doing this outside isnt gonna happen easily to begin with unless you do it when there is absolutley no wind, and like pris said, trying to fill in the 4 by is gonna be next to impossible, grinding and trying to fit somethign to it would be far to time consuming. Doing any of this isn't going to be easy if you dont have experience welding. I'd personally just take it all out, go just outside the concrete and put up a treated wood fence. If it must be metal I'd get all new stock and a chop saw, and head to the garage and learn to fab. If you want it to last just grinding away until you get a somewhat solid work piece isn't gonna do Imo, you dont know how far up the corrosion goes on the interior. Kinda like patching barbwire fence, you can only do it with baleing wire so many times before you just have to take it all down and put up new.

my dad has a really good welder, it would probably work under water. talked to my boss about it today, and she says its the city's problem and not ours, since they own the property and are leasing it to us for like $1/year.
sounds like they are still refusing to fix it, and we cant afford to, so the things just gonna topple over eventually, then well have nothing separating our house from the hobos in the park

srs. thats what the city quoted us. our property is pretty fucking big though, and the fence spans at least 1/10th of a mile in length, if not longer.
