As opposed to the ^other options^, it might just be an intimacy thing.
You say you've only been going out a month-she just may not feel comfortable with you doing that yet. For some girls, getting head, as opposed to sex, is a complete surrender, and she might not be comfortable with that yet.
One of my ex's (not molested, not inexperienced) wouldn't let me go down on her for a loooong time, which I gotta be honest really threw me (because a)going down on a girl is just part of foreplay as far as I'm concerned and b)I'm fucking great at it!)
But I say just ask her-casually! as opposed to "Why the fuck won't you let me?!" or similar. 
Sex can be minefield enough without shit like this messing with people's heads.

I shouldn't have said that I "don't let them". I mean, I do let girls give me head (actually girl, because I have a steady girlfriend) but I don't really enjoy it. Even so, your comparison isn't really apt. Denying someone the ability to do something sexual and trying to manipulate them into doing something they're not comfortable with are two different things.
You trying to pressure your girl into letting you fingerbang or eat her out is different than me not letting a girl blow me. Sure, you're right, in each situation there is someone else involved, but in one situation you're making someone who is already unsure of herself more uncomfortable, in my situation I'm just saying "no thanks".
