If you have the ability to do pyrokinesis.. that means you have the ability to communicate with the infinite Fireness , so to speak. A "single" consciousness behind fire.
So.. if you can do that.. that means you have acquired "communications skills" and the sufficient knowledge to be granted such a request. To receive such a service - and i think its rare that people obtain these skills in this density.
cuz if you can do that with fire.. you can do it with rock.. and wind.. etc.
telekinesis is no more a problem. You are already telepathic , being that the communication or invoking as stated in this case is completely spirit-to-spirit contact IMO.

Not always; there would be a few means of accomplishing this. It is not necessary to believe in permission and being granted services from others not-of-your-self to obtain powers. More than likely, but not required, certainly. Also certain individuals may have predispositions towards various temperaments; all of these aid in the quest for micro/macrocosmic sympathy via elemental forces.
