 Can IP relay be traced?

Some retarded cop who doesnt even live in my city keeps calling my cell phone telling me hes going to make a case against me for electronic harassment. i told him to go get fucked.
can cops trace these things?
hes accusing me of using "sprint ip relay"
i mean...if he did trace me wouldnt he be calling my house line where my net is hooked up to?
hes obviously grabbing at straws but when i tell him hes full of shit he tells me "he KNOWS" its me.
im guessing someone is getting IP relay prank calls and someone is pointing the finger at me.

Well yes if they are "legit" cops.. but if its you mates taking the piss out of you then they cant 
yeah just be careful, he only needs to make a call if hes a real cop and they be at your door few minutes later.

You know I had someone instant message me on AIM saying they were a cop or something. Then they were telling me that my aim info and IP said I was in california. I live on the east coast nowhere near cali so I know this guy was full of shit. I'd call you're locals if you have nothing to hide. That or call the number back from a different phone (preferably a friends just in case). If its a blocked number its not the cops!

there are lots of fake cops
but a packet sniffing set up can see the same payloads going into an IP relay configuration and then coming out
each packet has the endpoint ip addresses embedded.
so yes it can be unravelled,
not trivial
but doable.
your ip address will be mappable to your account, and your phone number may be tied to that.
this may not answer your suspicion conclusively, but it does mean that internet is not all so private.

you can remain fairly anonymous with an http proxy. You can get a firefox plugin that'll work, just search for "proxy" on the firefox plugins/extensions page.
It'll run everything through a proxy server with a diff. ip before it gets to you and when info leaves your comp so no one sees your real ip.
