You know I had someone instant message me on AIM saying they were a cop or something. Then they were telling me that my aim info and IP said I was in california. I live on the east coast nowhere near cali so I know this guy was full of shit. I'd call you're locals if you have nothing to hide. That or call the number back from a different phone (preferably a friends just in case). If its a blocked number its not the cops!
there are lots of fake cops but a packet sniffing set up can see the same payloads going into an IP relay configuration and then coming out each packet has the endpoint ip addresses embedded. so yes it can be unravelled, not trivial but doable. your ip address will be mappable to your account, and your phone number may be tied to that.
this may not answer your suspicion conclusively, but it does mean that internet is not all so private.
