Buggy or misconfigured DHCP servers? That is the only thing I can think of that would change your IP address every second.

SSH tunnel or local proxy.

There are some programs that claim to "change your IP address every second". They are usually very shady programs that phone home to a central server and download a list of mis-configured servers set to be open proxies. They then cycle through the proxies swiftly, forwarding your traffic over them.

They're pretty useless programs. Using open proxies is a questionable privacy tactic at best, seeing as all your communications are sent in plaintext, and an unknown third party can see all of it.

nihilistism, if you're interested in privacy online, I would look into JAP or TOR, both of which feature encryption, hide your IP address, and are FOSS and free to use.

XeroBank née Torpark is a particularly easy way to use the TOR network.

If you're plugged on a simple network assigning ip via the DHCP protocol, you can try to change the MAC address of your network interface and renew your ip. Most DHCP server will assign your ip based on your MAC address. In Linux there's this program called macchanger that does it. It's nothing really elaborated, you could do it yourself from the command line, it's just that macchanger automate the process and has some more features.

What does cloning your mac address achieve?

If you were, say, on a network that limited WAN transfer, and enforced the limit on a per-IP basis, then forging your MAC address as deimya suggested could get around the limit, for example.

Although I suspect the OP was asking about a WAN IP.

could these IP changing/randomizing programs get me past the torrentspy US block? I used to use torrentspy but now US regulations and privacy law bullshit has forced them to close their doors to US searchers. Perhaps using one of these programs would get me past the block and allow me to use torrentspy again? (I'm guessing it knows if you are in the US based on checking your IP)

Absolutely.

When I try to use torrentspy through my server in the US, I get the "blocked" message.

From Canada or the UK, it's fine.

Try accessing it through the XB browser from xerobank. It's pre-configured to use TOR and it's incredibly easy and hassle-free to use. You just unzip it to somewhere convenient (e.g. a usb drive, or C:\Program Files\XB Browser) and double click. The only caveat is that you can't use it at the same time as regular firefox, because it's built on the same engine and multiple instances are a security risk if you're trying to remain anonymous.

The TOR network has some servers in the US, so if it doesn't work first time, just close XB browser, open it and try again. It should work.

Yeah, that's why I said "XeroBank née Torpark" in my OP. It used to be called Torpark, but it's been rebranded, the guy that made TorPark now has a deal to sell for-money anonymity services like tunnelling to off-shore servers alongside the browser for people that want better speeds.

But hey, it's better than it used to be, and the core browser is still free-as-in-beer and source-available, so I don't begrudge the guy trying to make a few bucks.

I didn't see the first post regarding xerobank. Thanks for the information.

XeroBank is much faster than torpark. Thanks. It is also allowing me to post while in xerobank. Strange. I wonder how anonymous it really is.

I apologise, I had no idea that xB browser wasn't available for linux or OSX. It seems crazy seeing as both firefox and TOR are cross-platform open-source projects.

I guess you'll have to set up TOR yourself, which is a little trickier, but there are comprehensive instructions at the TOR website for most common operating systems.
