Yakuza arrested in smuggling of drugs in chocolate
By Tokyo Reporter on September 16, 2015 Tokyo police arrested 2 Inagawa-kai members for smuggling stimulant drugs destined for Yokohama
Yoshihiko AonoKANAGAWA (TR) – Tokyo Metropolitan Police on Wednesday announced the arrest of two organized crime members in the smuggling of drugs inside chocolate that arrived from overseas, reports the Sankei Shimbun (Sep. 15). In early January, Mamoru Nakane, a 63-year-old boss of a gang affiliated with the Inagawa-kai, and fellow gang member Yoshihiko Aono, 50, are alleged to have imported a pair of boxes of chocolate containing two kilograms of stimulant drugs via express mail from China. The contraband, whose retail value is estimated at 140 million yen, was then sent by postal mail to a Korean confectionery shop in Yokohama. The suspects, both of whom have been charged with the illegal importation of stimulant drugs for profit, deny the allegations. The involvement of the suspects in the crime came to light after police examined telephone records obtained in an investigation of the confectionery shop. http://www.tokyoreporter.com/2015/09/16/yakuza-arrested-in-smuggling-of-drugs-inside-chocolate/

Probably a rat, but I have another theory to suggest.
The Japanese government could just be tapping the phones of any and all big-name Yakuza members. The largest Yakuza group, the Yamaguchi-gumi, dissolved earlier this month kicking out 13 of it's biggest bosses, thus creating new splinter groups who the government suspects will start shooting each other very soon. The leader of the Yamaguchi-gumi formed the new yakuza group, the Kobe Yamaguchi-gumi.
With the Japanese government preparing to violence to start flooding the streets, they've started raiding headquarters of yakuza groups all throughout the country. Most under the pretenses that they are investigating 'possible tax fraud.'
So how these members of the Inagawa-kai yakuza group could play into this, I'm not sure, but it;s entirely possible the government was just simply investigating them. However, the second-in-command of the Inagawa-kai, Kazuo Uchibori, shares a 'blood brother' status with one of the bosses of the former Yamaguchi-gumi. Possibly that could be the link.

Seems more likely a result of a recent raid as police in Japan continue to put pressure on Yakuza. The latest headlines report..
"As fears of an underworld conflict mount, investigative sources revealed on Tuesday that executives from the Yamaguchi-gumi had a clandestine meeting with an ally in Tokyo, reports the Sankei Shimbun (Sep. 15).
Executives of the Kobe-based gang visited the headquarters of the Inagawa-kai, located in Minato Ward. For two decades, the two gangs have maintained cordial relations."
"Law enforcement is now concerned that the two meetings may be in preparation for a turf war in Tokyo, and preventative measures are being taken."
However, of all the yakuza headquarters being raided recently, I have not seen any reports that any were the Inagawa-kai.

Tokyo cops: Yakuza concealed drugs in crackers
By Tokyo Reporter on October 7, 2015
Police found 1.5 kilograms of stimulant drugs concealed in boxes of sembei crackers in an Inagawa-kai office
KANAGAWA (TR) – Tokyo Metropolitan Police on Tuesday announced the re-arrest of two organized crime members for the possession of a variety of contraband, including stimulant drugs concealed inside crackers, reports the Sankei Shimbun (Oct. 6).
In a search of an office of an office of the Inagawa-kai, police discovered 1.5 kilograms of stimulant drugs, 20 grams of marijuana, 10 grams of cocaine and 2,800 syringes. The stimulant drugs, which had been hidden inside boxes of sembei crackers, are estimated to have a street value of 100 million yen.
Police subsequently arrested Mamoru Nakane, a 63-year-old boss of a gang affiliated with the Inagawa-kai, and fellow gang member Yoshihiko Aono, 50, for possession of illegal drugs.
Nakane denies the allegations.
Both suspects had previously been arrested in September for smuggling stimulant drugs from China into Japan inside chocolate.
