Really isn't all that difficult to pick out who is "cool"
A few years ago I had moved to a new town and I just took a stroll around the neighborhood and some dude chilling on his porch called me over and smoked a joint with me. Told me he was selling and gave me his number. I know this isn't always the case, but finding someone who smokes shouldn't be too complicated and they should be able to help you find a source.

I can find bud in any town in America by visiting Walmart and looking for that guy who you can obviously tell smokes marijuana. Wait long enough, they will come.

I wear all my shirts that have drug references when I'm somewhere new and need to get hookups. The people who make comments on it or stop to read it and laugh will usually be able to hook it up.

I live in a town with no clubs and no nothin lol its an incredibly uninteresting place. I found some dutch guts in an ashtrey outside though and im pretty sure i know which guy from my apartments its from so im gunna ask him next time i see him which will likely be a tad awkward but hey duty calls lol

For some it can be harder than for others... Some people that look like they might be cops can have a really hard time scoring from strangers.
I met a guy in once that had been in Toronto for 8 months without being able to get weed. The dude was about 6 foot, cop build, and even had a cop moustache.

I was once asked if I was a cop by a dealer. Just said no than he's like "cool, na i dont got tha but got errything else" asked for molly or lsd.
