veil breaking early tiny mushrooms

What causes veils to break super early when the mushrooms are a size of a dime?

Sounds like waterlogged substrate and poor FAE to me, but I didn't want a tree-page explanation of why I was wrong and how I was looking at the wrong pics.

Which we still have none of. Pics.
