So I'm not sure whether or not the bag is full of myc or cobweb. The top of the bag definitely looks cobwebby to me and there are no pins so I don't really know.

Nope, don't think it's black mold. I think it's just some of the manure not completely colonized.
Should I give it some light and FAE in the bag and see what happens or throw it in my SGFC and risk contaminating my cakes?

Why would it contaminate your cakes? There is nothing wrong with it.
