Well, the major problem is making relative comparisons between drugs when trying to assess "addictiveness". Its an apples to oranges comparison which complicates comparisons using actual data.

It all has to do with the law and the outlines of their job description, similar to any other government agency. Take the FBI for example. shes not a retard.... shes watching her words very carefully.... thats all recorded statements there. she clearly doesn't want to say anythign positive in relation to drug use or addiction, being the administrator of the DEA. the guy was obviously trying ot lead her into conceeding that some marijuanna is not as bad as some of the heavier drugs. she did get a bit tongue tied and couldn't think of different ways to answer the guys questions, but she till held her ground. think about it, the head of the DEA, can't just come out on public record and say " hey marijuanna isn't so bad ". their job is to prosecute drug offenders and uphold drug policy, not to make concessions about its validity. she would face a massive backlash if she said anything positive about marijuanna
