Rhode Island Gov. Lincoln Chafee, a Republican turned Independent, on Wednesday signed into law a bill to decriminalize small amounts of marijuana.

The Providence Journal reported that the law makes possessing an ounce or less of marijuana a civil violation with a $150 fine. However, three violations within 18 months would be a misdemeanor with larger fines and possibly prison.

Half of the money collected by the fines will be put towards drug awareness and treatment programs for youths.

Last year, Chafee asked the federal Drug Enforcement Administration to reclassify marijuana as a Schedule II drug.

Sixteen states, including Rhode Island, and the District of Columbia have legalized the use of medical marijuana. However, the federal Drug Enforcement Administration still classifies marijuana as a schedule I drug: the most restrictive classification reserved for dangerous drugs with no real medical value.

“Americans’ attitudes toward medically prescribed marijuana are changing, and medical organizations throughout the country – including the Rhode Island Medical Society and the American Medical Association – have come to recognize the potential benefits of marijuana for medical use,” Chafee said at the time.

this is just a way the goverment can collect the same amount of money as they were before this bill was in effect,and save MORE money, because even before this , most likely if you were caught with that amount you would pay 150 in court cost , fines,  and there is a 50/50 chance that the officer would not write you a ticket on the spot and take you to jail instead .now with this bill in effect most people will not be taken to jail (unless your caught 3 times with 18 month as the law states) , and that saves the goverment ALOT of money.but they are still getting the money that they got before. they are just not having to spend as much now.. thats all they care about is money.

ive never been for decriminilization. my view point is all legalization with minute regulation mainly in the medical field and treatment, but now i see it from the other side. If as a citizen you wish to consume or use something that potentially can harm a noticable population of people, then if caught you should pay a fine to help those who are haveing problems with it. by using you allow, through economic forces, morality forces, and continuation of the substance; you may in your self do harm to someone because no to people have the same brain chemistry and the human animal is geard binarly in a good-bad adaptation process.

i would never support haveing to pay to clean up other people messes and i dont feel i got someone addicted or unaware of hopefully true facts, just a thought on why people favor something like this

thats what they already do with "half" of the money, nothing has changed here but them not having to pay for theese people going to jail.

Amen! Decriminalization doesn't solve the problem at ALL. The word itself insinuates that a person is still a fucking criminal for smoking weed.


In my instance I can't buy or smoke marijuana because I own firearms. I recently read about a city councilman who went to jail for two years for possession of marijuana + a handgun that he had in his home for self defense. The marijuana was found by a snitch house made who called the police.

Using drugs of ANY kind doesn't make a person a criminal. It makes them a drug user or drug addict. That's a public health issue, plain and simple.
