Does the powder tend to want to stick to itself almost like wet sand? If you look at it closely in a well-lit area does it resemble a powder that has finely-ground glass (flour consistency) mixed throughout, making it kinda shiny? If so, 99% chance it's coke.
Judging by the pic I'd say coke but that's only a guess. Especially since you said it was in the ghetto, since it's very prevalent there.
Put it under a bright, white LED and see if it shimmers.

OP, pay close attention:
I can't advise that you try an unlabeled substance that you found. However, I will explain to you how I would do it safely, were that a choice I made (which I wouldn't)
1- As mentioned, there are RC's out there that are active, and even powerful at doses of less than 5-10mg. Some (more rare) even in the microgram range. For this reason, it would be best to first perform an "allergy" test. This involves taking the SMALLEST AMOUNT PHYSICALLY POSSIBLE and taking it. We're talking less than 1/4 grain of salt, if you can get it that small.
2-You would have to wait at least 2 hours (preferably 3 or more) before consuming any more. This is because some of the psychedelic RC's (and phenazepam) can take 2 or more hours before any effects are noticed.
3-You would very slowly and systematically work your way up in small increments, each time taking slightly more and more, until comfortable that it does not have effects in the 1-50mg(ish) range
I think at around 50mg you would start to be able to tell if it were cocaine. An smaller amount of good cocaine will numb you.
4-Chances are this is coke or meth, considering where you got it. I would not be my life on it, though. Heroin can be pure white like that, and if that's smack, it looks like a big sack. Also most junkies buy stamp bags, not grams of powder... but there are always exceptions...
5-One person above mentioned it might be a-pvp. I'd say it's possible though not likely. if a small amount of a-pvp is mixed with water and baking soda (no heat) it will begin to fizz/sizzle/bubble quite obviously, and you will notice a fishy or semen-like smell. Cocaine will not do this.
