Possible white mold- picture

This is my first batch of columbian rust and i have been getting strange white fluffy growths on the base of the shroom's stem. It doesn't look like mycelium, but I could be wrong. Any advice?

It's mycelium but they look like they are seriously lacking both fresh air and light.

It's kind of a stealth grow, so light is difficult. I didn't drill the tub but i open it about 5-6 times a day to fan. how do you know if they aren't getting enough light/air?

The heavy fuzz you were asking about is the sign of a lack of fresh air and the ridiculously tiny caps is the result of growing in darkness. Any improvements you do to increase either of those should help their growth even if you're limited to providing them less than ideal conditions.
Air holes, more fanning, or a larger FC to cake ratio would help with the air.
They don't need constant light exposure if you could find some time for it ideally 8-12 hours but anything is better than none that should help.

Is artificial lighting from an incandescent acceptable, or does it need to be a grow light?

Wouldn't need anything special, a regular 6500K (should say what it is on the box, it refers to the color light produced) florescent bulb would be ideal. Indirect sunlight can also work well. Still anything is better than nothing, even an incandescent bulb.
