The officers then used pepper spray in a bid to subdue him, but it had no effect.
Heinemann says Carter then cut off pieces of his skin and intestines and threw them at the officers.

Here's a somewhat more in depth article. The officer interviewed in the article speculates that drug use may have played a role, but it is important to note this dude has probably had a psychiatric history.

The officers decided to retreat and call in the Bergen County SWAT team, Heinemann said. Carter finally was restrained and was taken to a hospital just before midnight.
No charges have been filed because of the unusual nature of the case, Heinemann said. He said he believes that drug use or mental illness may have contributed to Carter’s behavior, but that hasn’t been confirmed.
Carter had been arrested in the past and resisting arrest.

so in the same week a man eats a guys face while getting shot at and another man throws his intestines at police... methinks the governments up to secretly testing new drugs on unsuspecting victims  perhaps soon we'll have an army of face eating/flesh-tossing soldiers. fierce shit

Yes, the police are certainly to blame if people buy and consume random unidentified drugs.
No possible way they bought research chems from China or bath salts at a head shop.
Clearly the government is out to get people who just want to have fun.

lol dude i was clearly kidding... though they have done things like that in the past with LSD, trying to use it for mind control (obviously a failure  )
but i wouldn't really suspect "bath salts" unless theres something new out. but most dissociative, pscyedelic, amphetamine, benzo RC's dont make you eat faces and chuck intestines... either it's pure coincidence that two bizarre stories happen so close together or somethings clearly up. perhaps a new drug or another inflated PCP scare

honestly i would have to say in these cases drugs were probably involved. possibly by already mentally unstable people, possibly not... but eating a human face is not natural... and especially doing so WHILE being shot. man was obviously amped on something.

Face eater had to of been on PCP. This guy, I'm actually not too sure about this guy. Wasn't on LSD though.
