Colombia passes 1st draft of drug crop legalization bill

WEDNESDAY, 09 MAY 2012 19:18 SARAH KINOSIAN

The Colombian House of Representatives Wednesday passed the first draft of a bill that seeks to legalize illicit crops.

The initiative calls for the decriminalization of growing plants such as coca, marijuana and opium poppies in the country.

Representative Hugo Velasquez Jaramillo, who proposed the bill, explained that although the cultivation of plants would be legal under the new legislation, the processing and trafficking of drugs would remain subject to criminal sentencing.

According to Velazquez, congress cannot move forward with the “failed drug policy pursued by the governments of Colombia and the United States.”

“The important thing is that we have the opportunity to listen to congressmen from [drug] producing regions and hear from different government officials, not just those in opposition [of the bill] with Minister of Justice Juan Carlos Esguerra,” he said.

Velazquez also reminded the government that drug crop legalization is an agricultural issue as well as a legal matter.

Minister of Justice Juan Carlos Esguerra reiterated that the government is staunchly opposed to the proposed legislation, saying this is a “turning point in the fight against drugs” and it is not yet time to make a policy change.

“It’s not the time to anticipate a set of rules on this issue (…) this cannot work like the Lone Ranger,” he added.

This is amazing news, there are people that can grow there but only withen city limits under the jurisdiction of curropt people, so this will open up the trade so the monopoly will slowly become more pacifist.

Thank deehena, finally; goodwill.

I'm going to be the optimist and say this is a potentially huge moment in human history.

Colombia is a cool ass country. I've been there myself and smoked weed on the city streets of Bogota without a worry of the cops fucking us over... however, the cops there are militarized, they carry automatic weapons and seem to care about more important matters than a few guys smoking pot.

Some guy selling cheap homemade bracelets offered to sell me "cocaine" and "marijuana" (the only words I understood, can't speak spanish very well ) at what I thought was random, but was actually how those guys made a living selling drugs.

On that note, I still must advise you be wary of taking a random taxi, it is much safer to call the company and request a driver come pick you up.

With all that said, I must reiterate: Colombia is a cool ass country, I'm a white non-hispanic american and had a hell of a time getting drunk and doing drugs there. Viva Colombia.

I couldn't tell ya with any certainty. I was visiting some friends who lived there and that was both their advice and what they practiced.

(love the signature by the way :awesome:)

They are talking about legalizing Coca for manufacture / production, not cannabis. They already don't give a fuck about cannabis there~ though its not legal.

this is awesome. this is the first time we've seen an offical admission of defeat in the drug war, and something done about it. i have a feeling there are going to be a lot more countries following suit once they see the impact (or lack of) that it has on columbia. not to mention all the tax money theyre going to rake in >_>  its going to be like amsterdam but for growing

The state is still reserving exclusive, legal rights over the market, but expanding their customer base.
