Probably a small oil rich country. I would guess a Scandinavian or Arab nation.
It depends a lot on what you are going to do also.

Probably a Scandinavian country like Denmark or Norway.

Yeah, I'd say Norway. It would at least be in the top few. It's oil rich and doesn't have a big population. People pay a lot of taxes but social services are good. Education is free and my friend got his medical degree for free.

North America, South America, Europe, Asia, Alaska...come on, know your continents.
OP, wondering why you are interested. Are you trying to get a job on a work holiday visa? It is quite difficult to move to almost anywhere permanently from what I have read.

USA (New Hampshire, Alaska, Washington, Texas, Wyoming), assuming you are healthy and don't have to deal with our messed up health care system. If you've got health problems some country in commie Europe might come out ahead.

I was kidding...
I think the easiest way to save is to just live below your means and remain in the U.S. (if that is where you are). Most people could cut their expenses dramatically if they chose to without sacrificing anything truly important.

Canada really isn't bad, especially if you have experience with heavy machinery - the further north you go, the more you make. It costs more money to live there but you save a hell of a lot too.
