I've never rooted cuttings in water. I take a cutting, dip it in water for a few seconds, dip it in rooting hormone, then plant it at least 1 node deep in potting soil + perlite. Had 100% success rate rooting this way. Usually can see roots (I use transparent plastic cups so I can see progress) within 2 weeks.
One thing I learned recently is the danger of over-fertilizing young cuttings. I had 8 cuttings that were rooted that I transplanted to bigger pots with what turned out to be too much fertilizer. Lost all but 2 before I figured out what was going on.

Salvia Divinorum Cultivation Explained http://worldseedsupply.org/blog/?p=37
There's also another guide specifically on rooting plant cuttings in my journal.
Water does work but seems to cause rot more easily than other mediums that offer more oxygen in the mix.

hahahaha you da man tdmm lol thats the EXACT way i cultivate mine also dude aswell i am striking 100% succsess rate and have never failed not even once
when i first got my sally's i tried out first using the water tek and failed miserably on numerous occasions whit the results of rotting stem/leaf ect and yes cleaned the water when needed but still no good
so my advise as to anyone trying to do the same is get a big plastic storage container drill holes for drainage on bottom and on top (lid) for breathing for the cuttings and nice top soil mixed 50/50 with perlite and keep the soil moist at all times with regular misting's (i mist around 3 times a day depending on the heat ect
just as tdmm said some rooting hormone will help alot but it can be done without rooting formula's
i will post a pic shortly

Sally cuttings are easy. I just pot them up in some soil, trim the leaves a bit and sit them in a tub of water in the shade somewhere. Works every time for me.

Rockwool worked fine for me (at the time Sally was legal in my country ) Water never worked with me, I always had poblems with rot. Regular soil is also working, but not as good as rockwool. Rooting hormones for salvia are like breaking a butterfly on a wheel ... They root fine without hormones.
Sally is a easy plant. It grows like weed...

I have had decent luck with water - I think the key is to change it out every day with fresh tap water, and let it run for a while so air can get into it, wash out all of the bacteria, and that sort of stuff. You literally have to do it every day though.
I haven't had much luck after the plant has been rooted though - they normally get sick a few times a year and nearly die. It seems like a strange problem to have...

Yeah. I mean water is usually fine most of the time, even if you do not change it. (You should though) But of the choices it is probably the most likely to rot.
Another tip is that you want to select a cutting from a plant that is actively growing. If it's gone dormant at all, it will be less willing to root. That might explain a lot of the rotting experiences people have too.

I got these luvlys in the post today
They were 10 days in the mail, their only alive because their good cuttings and they were packed really well.
Really happy I am
Keeping them in a tub in a shade house, have since added some pearlite in the base of the tub.
This one is perfect, 100% sweet
This one has experienced slight difficulty in transit. Roots are growing from the base of the branches which is why I have laid it down.
I so hope they grow big and strong and become an acclimatised weed in my shadehouse

Your setup is looking good. High humidity is important for the first time.
Give them some time and they will definitely grow like weed
Good luck

Rightio will do.......... Spooky
Their looking like they are recovering from their 3000km travel ordeal.
Much greener and fresher looking 24 hours later.
I have backed off on the misting as the weather is very humid here today and we certainly dont want any rot.
