Entire Juarez police force moves out of homes after 5 slain
February 2, 2012 - Associated Press

CIUDAD JUAREZ, Mexico - Every one of the 2,500 police officers in this Mexican border city has been ordered to leave home and stay in a hotel after the killing of five officers by a local drug cartel.

The gang threatened a week ago to kill one policeman a day unless Police Chief Julian Leyzaola resigns.

Juarez Mayor Hector Murguia said Wednesday that the attacks carried out since the warning are a response to toughening police action against drug cartels in the city across from El Paso, Texas.

The mayor said there is no way Leyzaola is stepping down. He said most of the officers are "angry because of the attacks," but are deeply committed to fighting crime.

Police spokesman Adrian Sanchez said officers were ordered to stay away from their houses after Monday's shootout between assailants and policemen. That assault and previous attacks happened as officers were going to or from home.

The city's government said it has secured 26 million pesos ($2 million) to house officers in hotels but did not specify how long that would last.

A policewoman who moved to a hotel in downtown Juarez said Wednesday that officers feel "more like soldiers, living in barracks than police officers." Still, she said, "I don't want my family to become collateral damage if I become a target."

The officer, a single mother of two, agreed to discuss the matter only if not quoted by name because she was violating department rules that bar her from talking to journalists.

Sanchez said the police department will assess the results of the measure after a month and then decide whether to continue.

"So far it's been successful," Murguia said.

At least 10 banners bearing threats to Juarez's police chief appeared around the city last week. The messages were signed by the New Juarez Cartel, an offshoot of the La Linea or Juarez Cartel, a major target of law enforcement actions in recent months.

Some of the banners accused Leyzaola, a former Mexican army lieutenant colonel, of favoring a rival cartel, while other messages called for his resignation.

"We pay no attention to the banners. If we did, we wouldn't even get out of bed," the mayor said.

The five slain officers were killed in three different attacks, bringing the number of officers slain in January to eight.

The latest attack happened Monday, when several officers were ambushed at a gas station. Three assailants were killed and three other policemen were wounded.

Murguia said moving the entire police force to hotels was not a setback in the city's fight against crime. Nearly 8,900 people have been killed in drug-related violence in the city since 2008.

In 2009, a police chief quit after being threatened.

Last year, after hiring Leyzaola, the city saw a decline in reported crimes. More than 1,900 people were killed in Ciudad Juarez last year, compared to more than 3,000 in 2010.

My first thought is that the cartels will go after the families of the police officers given their ruthlessness. The officers will soon be sore they ever left their home. This war will last until the dollar collapses or there is an end to prohibition in the states.

Fuck the cops. Can't even resign to save peoples lives. I didn't know the mexican drug cartel was a gang, i thought it was closer to the mafia.

It's a very inhomogenous collection of groups of criminals. Thus there is no such thing as "the cartel".

They are criminals bribing cops, politicians and other officials, fighting each other over territory, money or whatever else they want to have.
Once one Cartel has taken control over one territory the aboveground violence goes down and the profits and corruption go up.
Since one manages to arrest or kill one cartel leader once in a while, the leader is either replaced or the cartel splits up into several gangs, then they fight each other... and the story starts anew. It's a huge vicious circle fueled by the large demand of drugs in the US and the pricies kept high by the prohibition of such.

Are you gonna do anything about it?

The shit is going to hit the fan soon. Either the cartels will take over Mexico, Mexico will stop fighting the cartels, or the Mexican people are going to start retailiating against the US.

I wouldn't be surprised if the US Military is called on and go try to whipe them out, I have no problem with that, not like they're no pieces of shit anyways, the issue I have is that they'll pop right back up... Pointless.

for the record, juarez is maybe 5-10 mins from el paso, you can literally see juarez when you're in el paso...

these cartels might as well already be in the US. scary shit i tell ya. i'll truly be mind blown if they start fucking with texas cops though... cartels won't stand a chance on our side of the border (their drugs do of course), but texas' population is fuckin LOADED with guns and the cops down there do not fuck around, especially La Migra

Five cops getting killed doesn't seem like that big a deal when I hear it is from that ciudad.  Doesn't that happen on a pretty regular basis there?  Something about that move-them-to-hotels sceme seems fishy, won't work in the long term anyway.  That police chief sounds like a real dick, I for one hope the get him.

some of the gangs were trained by US special forces, i highly doubt bringing in any amount of armed forces will help the situation.

as a poster above has already stated, the only thing that will kill these cartels or at least most of them, would be to starve them of money; by ending prohibition in the US.

I don't get it. It's blatantly obvious that there's tens of thousands of people dying in Mexico because you're the largest drug consumers on the planet and keep the prices up by prohibiting them.

How come there's no politician addressing the issue?
How come the American public doesn't give a shit?

What the hell is Mexico supposed to do about it? Their entire system, top to bottom, is infested with corruption and criminals.

As I remember, there has already been an outcry by the Mexican government calling for a change of drug policy in the US. Yet noone on the other side of the border gave a shit.

You called this "war on drugs" on the peoples, you spread it around the globe using the UN. The entire world has been watching your drug policy for more than 40 years, as the European governments don't have the guts to tell you and the UN to fuck off with this nonsense.
All this started in the US and this is where it has to end.

Yet if the downfall of Mexico and the death of 50 thousand people does't change your opinion, then I don't know what else could.

Oh - wait - maybe that using the "war on drugs" policy you essentially rebuild Jim Crow and created a new racial caste system. Don't believe me? Well, what about the fact that every second African American male in any major US city has been incarcerated at least once in his life?
What about them losing their right to vote and their ability to get a good job as they are labeled felons for the rest of their lives?
But that cannot be... ah, wait, the current drug policies evolved out of rascism? Yes, it is in general accepted that this is how it all started in the beginning of the 20th century. Even the Nazis adapted this way of thinking in the late 1930s.

But that's not enough. In addition the "war on drugs" has also made you the world's largest jailer, incarcerating nearly every 100th American, increasing the amount of money spent on criminal justice and law enforcement to a record high.
Having this in mind, naming you "the land of the free" appears cynical.

I ask you, when are you going to switch on your brain and stop this ludicrouscy?

I'm far away from their and as far as i'm concerned, whatever goes on on the border is just another reason to decriminalize here.

alot of my fiends don't understand that legalizing will solve this problem. they seem to think that legalizing it will only make the cartel wanna cause more violence cause they be losing money . personally, i don't think it'll ever stop until there is legalization. this shit will go on relentlessly. too much demand. give legalization a chance
