I'd say your bud needs to give it time. Nerve endings were severed in the operation those'll take up to 6-8 months to heal (unlike the outside of the penis). This does vary person to person though from what I've read. My experience, although I'm not much further along (if I am at all) than your friend, is the opposite. My limited experience since the operation has all been overwhelmingly positive.
