Do you think it's possible that location has anything to do with penis size? Here's a couple of examples, Asian men are quite known for having a less than average penis size. American Indians have a pretty decent size as well as Italians(I've been engaged to 2).
I don't sleep around, but I have had my share of men in the last 10 years of my life, so I think I can somewhat classify a few according to experience.
Considering that only 5% of men are longer than 7 inches, it's quite rare indeed. More likely however, is that you're just measuring wrong.

It makes a large difference depending if you press completely against the bone or not depending on the amount of fat you have in your pubic region. I'm 6 inches erect not pressed against bone and about 7 pressed against bone.

I heard a friend describe his erect penis to a girl like this "It's not that it's short, it's actually really thin too!" While she laughed, I am fairly certain he got laid that night. I couldn't tell you if it was true, but it is one of my favorite sayings now. Possibly working the "going into it with negative expectations, in order to gain a favorable response to what you get" angle. Personally I am about as average as they get 6.5" long, average width(haven't measured), and almost perfectly straight. I am glad I could share that with all of you. Please solidify a mental image in your head.

One of the most appalling things I have ever seen was around fifteen years ago in a Melbourne University toilet where people were listing the size of their penises (using of course a rude word which I will not name). The whole toilet door contained a list of people with their penis sizes, both limp and erect, which had most probably been gathered by the student who was writing the poll from his friends.
Penis sizes, as I was recently reading in an anthropological textbook, do differ between human populations, but it is very tough to discuss this issue with ordinary people who would envy those with bog penises - and often do so simply because they think big penises are a symbol of power, power, power to get exactly what they want.
