In the 1980's, the Department of Justice lobbied for and got a series of laws allowing them to seize property without a conviction. These property seizures are now the biggest off-budget revenue source for Drug War funding. This is where the money for SWAT raids, guns, narcotics forces, and other military-grade technologies enters our criminal justice system.
