Transparent Salvia Leaves.

So I received a cutting in the mail that was in bit of rough shape, but should make it.
I have it in a dome with a plastic bag, I mist it at least once a day, and it's in a room near a 80w CFL. There is new growth but the leaves are turning transparent/transparent around the edges.
Could this have been caused by me using tap water the first 2-3 days of misting? Our tap water here has chlorine in it, I've since then switched to distilled water.

Tips tend to go brown due to clorine. translucent leaves are due to over watering which will kill it for sure. Humididy is what it wants, it does NOT like damp at all.

The tips are not going brown, just translucent.
I've only watered it once when I got it, before I even put the plant in the soil, and let it drain for a day, then planted. Could I be misting too much? Should I put some rocks at the bottom of the pot for more drainage?
How close to the CFL should it be? I have it behind some books so it's not getting direct sunlight.

How wet does the soil feel to touch.. and what size pot is it in? I mist my plant once a day sometimes more.. I dont think misting is your problem

not sure how close the CFL should be but last time I used CFLs for too long ans the top of my plant got burnt so now they get daylight and then 2 hours of CFL in the evening.
Were the leafs transparent when the plant arrived? Could just be because it had no light for a prolonged period of time.

Not going to lie to you, it looked like SERIOUS shit when I got it.

But I think it'll live due to it's huge root system.

I can't seem to find my camera cord to upload more pictures, the tiny tiny leaves on the side of the top pic are now on their second set on each side. I think it's chilling out in a 4-5 inch pot with 75% potting soil with some Moo Poo to fill in the rest.

Finally got around to finding my camera cord. This is what my sally's home looks like right now, 4-5' pot with a sammich bag on top with holes for o2. I spray it something like once a day, sometimes two.

Here is what it looks like without the bag.

Hows it looking? It looks really sad to me. Does it need food? Is the soil PH off? I read somewhere to add apple cider vinegar every once and a while.
It has never been fed, been watered ONCE and it is misted probably one a day.

What would be considered over watering?
There are drain holes in the bottom of the pot so shouldn't I just be able to let it drain out and it would be fine?
Soil is about 75% potting soil with 25% moo poo compost, it's a pretty well draining mix.
