I just saw this quote for the first time
I've been trying to explain that concept to people
This is what forgiveness and loving thy neighbor is all about
To me, this was one of those quotes that was like !!OMGYES!! when I read it
like when you have that idea you can't quite put into words, and then you see someone word it perfectly

You usually make poor decisions under the influence of anger.

Therefore, by allowing anger to take hold, you submit to the mercy of it.

I think this quote is to seperate yourself from the angered self, so that you might have more control.

Chya, letting your anger take control of your decisions is rarely going to do you any good
Plus, if you're angry at shit all the time, it's going to slowly eat away at your well being
But I was mostly thinking of this in terms of Jesus' philosophy
You don't get punished by God in some afterlife for 'sinning'
you get punished in this life by yourself
Jesus never spoke about an afterlife

Anger is more of an expression of unhappiness that reinforces unhappiness, although sometimes I think anger is the proper response and doesn't always reinforce unhappiness and isn't always an expression of unhappiness. Like if someone hits my child, I think anger is the proper response.

Its a mixed bag

In some situations sure, but in other situations anger is appropriate and usefully leads to positive results for the person who expresses it. Hence you can also be rewarded for your anger. 

For example, over the years I've expressed my anger towards persons and they changed their behaviours to ones that were preferable. Have even been thanked after the fact. So anger at that time was quite rewarding in more than one way. But then again I opt for the short burst of anger rather than the brooding longer type.

Not suggesting the quote is completely off the mark, cause I've been burned by my anger many times, just suggesting it is focusing on anger in particular circumstances and not all circumstances. Anger isn't necessarily a negative thing IMO, it depends on how it is utilised and what the consequences are.
