State senator puts hit on hallucinogenic herb

State Sen. Lisa M. Boscola wants to outlaw salvia divinorum, which is native to mountains in the southern Mexican state of Oaxaca.

Name this substance: It causes hallucinations and creates the perception that one is having profound insights.

LSD? "Magic" mushrooms?

Nope.

It's salvia divinorum. And while the herb with hallucinogenic properties is legal in Pennsylvania, state Sen. Lisa M. Boscola wants to change that.

The Democrat, who represents parts of Lehigh, Northampton and Monroe counties, has introduced a bill that would make it illegal to use or possess salvia divinorum in the Keystone State. The bill is currently bogged down in the Senate's Judiciary Committee, but Boscola plans to press for a hearing on it in the coming weeks.

She was motivated to outlaw salvia divinorum after seeing news reports about Brett Chidester, a Delaware teen who committed suicide in 2006. Brett's parents believe his use of the plant contributed to his decision to kill himself.

"This drug is harmful to anybody, but especially to our kids," said Boscola, who introduced the bill last year. "I don't want another suicide or death as a result of this."

Research indicates salvia divornum use is most common among young adults ages 18 to 25. Many parents and older people, said Boscola, are unfamiliar with the herb and its potential effects.

"You have young adults and teens who know all they have to do is go on the Internet and order this stuff and it will be delivered to their door," said Boscola.

Native to mountains in the southern Mexican state of Oaxaca, salvia divinorum is not regulated by the Federal Controlled Substances Act. Still, at least 14 states had passed legislation regulating the plant as of Oct. 2009, according to the U.S. Drug Enforcement Administration.

Nine states, including Delaware, Ohio, Virginia and Florida, have made salvia divinorum a Schedule 1 controlled substance, meaning it is illegal and is deemed to have no medical value.

States including California, Maine and North Carolina have enacted legislation that restricts distributing the plant, which is part of the mint family. (There are many different types of salvia, some of which are commonly grown in gardens. salvia divinorum is the specific type authorities are focused on.)

Locally, law enforcement has not seen much salvia divinorum in circulation.

"There has been a little bit of chatter about it on the street," said prosecutor Daniel B. Sweeney, chief of the narcotics and forfeiture division for the Bucks County District Attorney's Office. "A detective out of Warminster saw it on one occasion last year, but it does not appear to have made its way into the area in large quantities."

Medical research documenting the long-term effects of salvia use on humans does not exist, said Dr. Bryan Roth.

"We have no good data on potential psychiatric side effects," said Roth, a professor at the University of North Carolina School of Medicine who directs the National Institute of Mental Health Psychoactive Drug Screening Program.

Typically, salvia divinorum is chewed or smoked. After taking the herb, users have reported experiencing hallucinations and feelings of insight. The "high" can last for several minutes to a half-hour or so.

Nonetheless, noted Dr. Barry K. Logan, in that time frame users become extremely disoriented and have problems communicating and standing. Users can focus so intently on their own thoughts that they are unaware of their environment, making them potential crime victims, Logan added.

Those in a salvia-induced state can also, as the parlance goes, "freak out."

"I don't want to suggest that it makes people violent, but people can have violent reactions to things they perceive as happening while in an altered state of consciousness," said Logan, a forensic toxicologist with NMS Labs in Willow Grove, which makes tests that check for traces of salvia in blood and urine.

Nonetheless, salvia divinorum has proponents, including those who point to Mazatec shamans in Mexico who use the herb religiously in spiritual cleansing practices.

The salvia divinorum Research and Information Center Web site says the plant, if used properly, induces a state of "divine inebriation."

"Salvia divinorum is an extraordinary herb used in shamanism, divination, healing, meditation, and the exploration of consciousness," says the homepage of the center's Web site, which is available in 50 languages. "It should always be used in a thoughtful, intelligent manner, and only by responsible adults that are of sound mind and clear intent."

The center's Web site contains a "user's guide," which stresses that salvia divinorum is not a recreational drug. The guide recommends users have a trusted sober person watch over them while they partake. Never drive while in a salvia-induced state, the guide warns, and stay away from heights and open flames. Lying down is also recommend.

Says the guide, "Salvia has much to offer: fascinating psychoactive effects, sensual enhancement, magical journeys, enchantment, apparent time travel, philosophical insights, spiritual experiences, and perhaps even healing and divination. It should not be used casually."

Of course, many do not heed the advice. Internet videos of young people acting wild while under the influence salvia divinorum testify to that.

"When you take a drug that completely changes your level of conscious you are doing a dangerous thing," said Logan. "You open yourself to all kinds of risks."

I'm so glad our state senators are working hard to prevent one death every 2000 years
I'm sure he'll spend 100's of hours working on this bill
but never on any that saves peoples lives from cigarettes which kill one person every MINUTE

It's ludicrous. The suicide of Brett Chidester was way back in 2006.  It is the only death ever attributed to salvia. Plus there is very little evidence that salvia was even a factor.

And it is ironic considering that Sen. Boscola is an alcoholic convicted of drunken driving. How many people are killed yearly by drunken drivers?

Anti-depressants and quitting smoking have also been linked to suicide... If it takes one death to motivate this woman, how come she isn't working hard to ban guns, motorcycles, alcohol, skydiving, horse-riding, lack of health insurance...

The government will get salvia banned everywhere creating a black market for it so they can then start importing and taking a cut off the dealers. Maybe a little bit of a conspiracy theory but stranger things have happened, the CIA gets rich off heroin
