17 and 21 isn't too bad. I hooked up with someone once who was 21 just after my 16th birthday, but that was really really weird. For me at least.
I just think it depends on the girl. There are some 15/16/17 year olds that could easily be 12 and others that could pass as at least 20 without a problem.

Yeah, I don't think 12 is old enough at all. Even thinking of how much I changed from 12 to age 15 or so is a huge difference. At 12 I still blushed if I heard the word penis haha.
I think some 16-17 year olds are pretty emotionally/mentally mature though. There are definitely some people that age that are still just kids, but also some that are far more grown up than people ten years older.

A lot of 16 year olds are still just kids too. I remember being that age and watching those girls who still planned trips to the mall and sleepovers where they drank a lot of red bull instead of liquor and watched romantic comedies and just wondering what the hell happened to me to make me grow up so fast. I never related to people like that and everything they talked about just felt so...insignificant to me at the time.
I don't know what it is that causes some people to mature so much faster than others, but 16 is a tricky age. Everyone is in a different place at that time. So I think sometimes a 16 year old girl being with a much older guy can be okay, and sometimes it is taking advantage. Physical and emotional maturity are two entirely different issues.

I think it can be said that this is simply put not a black and white scenario. There will be young people who are both physically and mentally ready to have sex and will do so, and some of their partners will be much older but it will be consensual and there will be no difference between this and any other form of consensual sex taking place between two human beings.
On the other hand, there will be times where a young person is not ready to become sexually active, either physically, mentally or both. It can be said that sexual acts done against them are violent and predatory in nature. It is for these encounters that these age of consent laws are made.
But in reality, trying to make such a sweeping distinction, that it is either right or wrong, will never work. Sometimes there will be nothing wrong, sometimes it will be a horrible thing. Unfortunately it is not very easy to tell the difference- and especially when that 'save the children' mentality comes around it is too easy to just ban anything that could remotely lead child abuse. Despite how members here may agree on age of consent, I'm sure we can all agree that child abuse is wrong and that is not any of our objectives- but once again, what defines child abuse is also not so black and white.
I think I may be starting to ramble here, so I'll finish up. It's easy to become caught up in an issue as to only be for or against it. In reality we should approach it open ended, and understand that our world most of the time is not so simple as to fit into either a right or wrong category.
The same thing can be see with sexual offenders. Parents and politicians rallied over safety of people and children from these criminals and the sex criminal registration was invented. This seems like a good idea, except what constitunts a sex offender is not clear cut, we now have kids who got drunk and went streaking ending up on this list- obviously not it's intended target.
Ok, I started rambling again. I'm really high right now. I'm not even gonna attempt a conclusion because I will just start rambling again. Hopefully this is understood, because this debate seems to come up often on this board.

A 6 year old can certainly lower herself down on some penis and perform the act of sex. Why does being able to reproduce have anything to do with sex? I think the fact that we have birth control proves that sex and reproduction are seperated by many degrees of freedom.

As I see it this is their claim, 'well some people under age are emotionally mature enough for sex, however since they are still kids we should limit their ability to have sex to people within a certain amount of their own age' Basically they want them to stay with kids their own age and develop into adults first before dealing with old men/women.
This comes down to my previous point about viewing the 12-13 year olds in a park skipping around. A 15-16 year old does similar kid like shit, and the lawmakers viewpoint is that they should be able to still do that kid shit so they limit who can penetrate them to people within a certain age range of them. No 25-30+ year old is going to do that kid shit with them, they will expect the 15-16 year old to do grown-up style dating. And theres no reason to rush adulthood
