It seems to me like some sort of jewelers tool for engraving. It seems like that blunt end is for receiving strikes, and the thin tip is sort of sharp for making indentations on metal. It may be for other minerals.
It looks like it was custom made by someone. I tell ya, my dad works on metals and copper and I've seen some odd shit that he makes for his work.

I think Boglyn answered it. I think he ment to say a screwdriver for glasses
instead of screw. Thats why the blunt end is so big, so that you can twist it
between your fingers. Appears to be an older screwdriver, the ones now are
longer, for a better grip. Just my two cents?

Its so small though, I doubt that's what it is. I think the spark gap thing might be right. I was taking apart a grill spark thing over the summer and I may have lost some parts.
