IME with SP they don't fully go dormant and it's possible to water them if there's no rain and they go soft, they keep growing but less noticeably. if there is good drainage in the pot and it's not REALLY cold at night chances are they will do just fine and even enjoy the water! just make sure they drain well and that's it (at least in israel anyway)
right now Israel is in a drought this year and i just checked on my peyote and it was soft so i gave it some water, i'm not afraid of rot because the air is pretty dry most of the time and night temps are pretty high (although i only watered a little and didn't soak like i do in summer!!!)

of course they need a little water, especially in climates where they never achieve full dormancy, to prevent them from becoming overly dehydrated. some of my trichs are looking as if they could use a drink now (no water since mid october) i just treat my peyote as usual when i bring them inside for winter, sunny window sill and water half as much as i usually do. they continue to grow all year round, a bit slower in winter obviously
