No this isn't spam. I host a site there, and saw this on their homepage.
First 1,111 customers to signup today get it. Crazy. Makes me think they might be going under or planning on selling soon if they make that kind of guarantee, but whatever.

I went to sign up but they tried to charge a $49.95 set up fee for paying monthly.

It's spam because you posted a referral link, and Bluehost and Hostgator offer this same deal every day.
Since this is our site I *can* post a referral link, and I'm being up front about it, if you want cheap unlimited hosting and sign up through http://www.bluehost.com/track/shroomery/ we get $65. Bluehost is who we use to host offsite images and attachments and I recommend them. Hostgator is good too.
