6500 K is good for cacti.
And you are better off getting a 4 foot T8 shoplight fixture for $10 and bulbs for another $10. Some people on here may say get CFL but they arent as efficient. 4 footers have more lumens per watt and cover more area.
You can also overdrive them as much as 4x by installing bigger electronic ballasts into them. I have a couple sets I overdriven by 2x and it made them much brighter and I used them for 4 years so far with no problems.

think of the light spectrum.  i hate typing this shit, so i scanned a pic a while ago that shows it very clearly!

plants need to eat light, the light they eat is in the visible spectrum (red to blue basically).  UV is PAST this on the blue/violet end (hence "Ultra-Violet).  this means the chlorophyl will not eat the UV-A/B/C.

black lights are UVA, usually 310-400 Nm.  Visible light is 400-750 (roughly) nm.  "daylight" fluoros are usually in the 400-500 nm range or something.  the red end is 600-700 usually.  just think of it this way, plants only eat what we can see.  black lights have a little bit of visible light, but not much at all.  black light blue lights (BLB) have filtered blue glass that does some weird shit i forget

for colour temperature (Kalvins) see this old chart i got from philips.

for your cacti go buy a 6500K light and a small 2700K light, but many cacti will stretch bad under a few light bulbs :frown:
