 When did youtube start to allow users to make video popups?

In the past couple days, I've seen a few videos that have popup messages set for certain timeperiods. Most of them seem to be put to good use, but I just saw my first one that carried blatant advertising, and even a link to a porn site. I'm sure this is a violation of the user agreement, but does youtube really think that they can police this function? Is this the future of youtube, or do you think that they'll probably have to do away with it?
