P.O Box sizes

So I am thinking about opening a P.O. box and ordering some 2c-e/i online, along with 5-meo-dmt and a bunch of other stuff. Now the question I have is - will the smallest sized box be big enough for these things? I am not sure if the website is going to box it or put it in envelopes or what.....
tl;dr - how do companies package RCs when you order them online

In order to open a PO Box you have to submit ID and a recent utility or Government mailed envelope to your current address.

Ummm... I wouldn't be opening a PO Box if I had a physical mailing address to receive a recent utility or Government mailed envelope. (I'm not doubting your claim, just seems a bit stupid. Typical of post office/government...)

I went ahead and got it... $49 for the smallest size for 6 months. I just can't risk getting it shipped to my college, I got caught for something sort of like this a while back and I don't know if they will give me another chance.

Depending on where you get it and how much, it may just come in a small padded envelope.
If something is too big for the box -- What happens? Is it returned to sender? That's not cool.

No, the postman will leave a notice in the box, then you have to take that notice to the counter to retrieve your package.
