Because this question was covered many times, Cold only slows growth.
If you have a amchine which does -274c` which is comjpletely freeze when the atoms stop moving then you might

no no i don't mean sterilize with cold i mean with a uv light cold meaning you don't have to boil it.

I know that UV sterilizers kill bacteria, pathogens, and algae from my saltwater aquarium experience but im not sure if it will actually kill spores

heres some info i found out... UV works by using ultraviolet type C (germicidal) radiation to cause mutations in the organisms exposed to it. How well it works depend on a few conditions: - length of exposure (longer is better) - size of the organism (smaller, one-celled organisms affected most) - clarity of your water (any small particles reduce effectiveness) - ability of the organisms to get to the UV unit - and this is what a lot of people don't consider
Most UV units are outside the tank, as an in-line unit (tubing is connected to both sides and the water flows through either by being pumped or gravity fed). Since clarity is an issue, it should be passed through a filter before it goes through your UV.
As far as what you should expect from using one -
Algae - they will kill free-floating types (green water) and any reproductive spores, but if you have hair algae, diatoms, or cyanobacteria that are attached to your glass and substrate, the UV doesn't affect them - you have to scrape the glass or siphon these out yourself
Bacteria - will kill most (good or bad - UV doesn't discriminate!), although the bacteria needed for cycling your tank will be less affected since it attaches to surfaces.
Fungi - will kill free-floating forms and spores only
so theoretically, it might work

i think you would need to us a higher energy UV light, that produces significant amounts of UVC. I think they are sold as Germicidal UV lights and more info can be found on wikipedia under "Germicidal Lights" i think
I wanted to try this with higher energy sources, like xrays to sterilize bulk substrate...but everyone here thinks im crazy...

If you want "cold sterilization" use syringe filters for liquid mediums and use gamma radiation or ethylene oxide for bulk materials. Keep in mind, that gamma radiation is hazardous to your health (should be obvious), and ethylene oxide is poisonous (dangerous even at extremely low doses). As a result, neither one is recommended outside of a commercial setting.
Use a pressure cooker- safe, easy, cheap and readily available to pretty much everyone with access to this site.

gamma is hard to come by, although xray tubes are expensive they can be bought and turned on and off, which eliminates alot of radioactive source isolation sheilding. But you still need shielding when ur using it
