I'm gonna go with Leaf Miner. This leaf miner damage looks just like the bottom leaf in your first photo. But you could have a secondary problem too since I don't think leaf miners will eat out big holes like that. It could be anything from Japanese beetles to caterpillars to slugs, where are you located?

Outsides of Greensboro,NC..
Last night I looked the pepper plant over.There where a small green worm, near all holes. I killed all that I could find....

Sawfly larvae maybe? They're small green worms indigenous to your area and they eat the fuck out of plants. Could also be a cabbage worm (they don't just eat cabbage). There are a lot of other possibilities but in my inexpert opinion those are the most likely.

It did looked like a small cabbage worm..One link said to use dry hot pepper powder on plants for it..
