They are all kinds of illeagal now due to the R.A.V.E. act. Before then you could have made some money throwing a party, but now it's just not worth it now.

Underground makes crap for money, most of those promoters lose out or barely break even. Then of course there is the commercial fags who promote people like Tiesto/Van Dyke/Oakenfold, they bank.

Ah, the RAVE act. It doesn't make parties illegal, it just makes the promoters responsible for the drug use going on in the party. Similar to the crack house laws of the 80's used in LA to shut down one of the biggest promoters in NOLA.
You can still make money doing a party, but to make it worth your while you have to do things on a huge scale (EG EDC in CA, whistle parties in philly...).
Personally, if you're interested in promoting parties, start small! Learn how these things work, get a feel for the market in your area. Work with other promoters so you don't fuck over their events, and they don't fuck over yours (like digital movement competing with SOE 10 years ago). Plus, if you get organized, these other promoters can help you out with your own parties and vice versa.
