The mother, 25-year-old Lisa Schuchard, is charged with child abuse and could lose her daughter after being accused of teaching and encouraging the girl to smoke.
Her attorney, Douglas County Assistant Public Defender Doug Johnson, said he would not comment because he hadn't talked to Schuchard in depth.
Authorities say Child Protective Services received a complaint that the 4-year-old and a 2-year-old son of Schuchard were dirty and living in a filthy home that had drug paraphernalia around.
Police say the daughter told officers that Schuchard and her live-in boyfriend would offer her and her brother the marijuana, then laugh with friends when they smoked. Authorities say the children have been placed in foster care.

Cannabis has been used as medicine for infants and toddlers before prohibition.
But children should not be smoking, period.

Mom Who Taught Child to Smoke Pot Enters Plea
An Omaha woman accused of teaching her 4-year-old daughter how to smoke pot has pleaded no contest to a lesser charge.
Lisa Schuchard was arrested in February after police found her two young children living in a filthy home with drugs and a gun within their reach.
Schuchard, who was originally charged with felony child abuse, pleaded no contest on Monday to a reduced charge of negligent child abuse in Douglas County District Court. She faces up to a year in jail. Sentencing is set for October.
According to police, the girl told officers Schuchard and her boyfriend would offer her and her younger brother marijuana, then laugh with friends when the children smoked.
The boyfriend recently pleaded guilty to four misdemeanors.
