It is a fact that the United States has been experimenting with altering ionospheric and atmospheric conditions which could relate to manipulating weather.
I didn't watch the video because Alex Jones is like the Dr. Phil of the internet media in that he'll take a gram of truth of a legit issue, dive on it like it's a grenade, distort elements to make it much bigger, and then attach himself to the issue while screaming and gesticulating like it's rape.
But there is some truth to these things.

i accept what he says at face value because i believe our government is corrupt and will do anything [start needless wars, for instance?] and everything it can to secure it's pointless existence. how is this dismissed so quickly? i'm sure when people heard rumors of a new bomb capable of leveling entire countries they dismissed it just as easily, until nagasaki and hiroshima blew the fuck up

Well yeah, in the quantities that were produced during the Cold War arms race.
But it was never really a conspiracy. Just a year or two after the first Atomic Bomb was developed, the whole world knew about it.

It's a hard political movie to have the entire world disarm at the same time. We are making strides at gradual reduction of nuclear arms.
It's no easy task, especially considering our ever present animosity towards Russia. It's going to take a LONG time to undo what both sides did out of perceived necessity.
