Most of the bands in this thread have sold a lot of albums, I wouldn't call any of them underrated if we've all heard of them.
An underrated band doesn't get any publicity even though the music is good and doesn't sell many albums.
The guy that helped produce Beck's 'Mellow Gold' recorded a concept album called 'Forest For The Trees' in 1993. It wasn't released until 1997 and still was a little ahead of it's time and didn't sell well at all because of bad promotion. Even though it sounded kind of campy sober it was a work of genius when heard tripping, which few people tried.
The CD is on amazon for $.01 + $2.98 shipping. Now that's underrated.
Dreamworks Records shelved FFTT's second album and dropped tour support.

We're unimportant, we're peripheral, get a degree, get a job, get a this, get a that, and then you're a player. You don't even want to play in that game. You want to reclaim your mind and get it out of the hands of the cultural engineers who want to turn you into a half-baked moron consuming all this trash that's being manufactured out of the bones of a dying world. I agree with VU being over and under rated (after hours is pure gold).
I'd be willing to guess the most underrated would be David Santo, for his song Scorpio rising. I can't be certain how popular it was back in the day, because I wasn't around then 
EDIT: I take it back, Tom Waits gets my vote for most underrated. (Well atleast until the cover CD by Scarlett Johansson becomes famous)

And yeah.... Mahavishnu Orchestra never got the recognition they deserved. Saw them twice in the early Seventies... superb concerts, each one.
